Institutional Capacity Building through Audiovisual Infrastructure: A 3-Year Case Study on EU-Funded Prison Reform (DEPAR)

In the context of the DEPAR programme—a major EU-funded Technical Assistance project—the success of the reform was measured by its "Institutional Memory." For this initiative (Technical Assistance for Improvement of Enforcement Services in Prisons), the core challenge was to translate complex clinical and therapeutic interventions into a scalable, permanent training framework for the Turkish Ministry of Justice.


From 2014 to 2017, I served as the Sole Audiovisual Production Expert embedded within the Technical Assistance Team (TAT). My mandate was to design and implement a comprehensive digital training architecture that would outlive the project lifecycle and serve as a sustainable resource for the beneficiary.


[The Quantified Outputs] Over the lifetime of the project, I managed the end-to-end production of over 74 hours (4,400+ minutes) of clinical and operational training content. This included:

  • Clinical Master Libraries: 70+ hours of modular learning units focusing on advanced therapeutic models such as Solution-Focused Brief Therapy (SFBT) and Trauma/PTSD Pathogenesis.

  • Sensitive Interventions: Producing 19 specialized modules on high-stakes topics including Domestic Violence, Forensic Crimes, and Suicide Prevention.

  • Evidence-Based Simulations: Directing expert instructors and beneficiaries in Motivational Interviewing (MI)role-plays, ensuring clinical accuracy and ethical safety.


[Governance & Professional Standards] Operating within the governance of the CFCU and the Ministry of Justice, the project required strict adherence to donor visibility and international prison standards. My role involved close collaboration with senior forensic psychologists to ensure every asset was ethically framed and technically precise.

Fatih Uğur is a Senior Producer and Audiovisual Expert with over 16 years of international field experience in EU, UN, and donor-funded programmes.
